**Summary:** Periodic update for SanteDB server\
**Details:** This patch addresses several issues on the SanteDB data persistence layer including:

* Add support for assigning a device a user which maintains the device
* Add support for a device to have a dedicated facility assigned
* Add functionality for security challenges (security questions)
* Add policies for special security elevation (i.e. limited elevation), login for password change only, oauth flows, and changing security questions
